Expeditionary Science Translation and Technology Transfer

The world needs secure interdependence. The free world will look to economically privileged nations to lead the way in security. This is the contemporary context for the U.S. Government (USG) and its allies. It is the exigency for R&D that helps the USG and its military industrial base keep pace with the needs of free people and the global community. The intent to maintain tactical superiority and avoid surprises by U.S. adversaries requires that assumptions and limits continually be re-examined by deliberately crossing boundaries between domains defined by expedience or familiarity. This paper presents foundations for an approach to meet this challenge through broader technology domain awareness and strategic exploration of the contemporary innovation environment. The vision is to blend continuity of proven processes and systems with transformation through expeditionary collaboration and combinatorial innovation.
